Results are presented of observations of electromagnetic radiation from the lightning discharges during the development of a thunderstorm with squalls and small tornadoes in the Moscow region and evolution of a deep low with the end coordinates of its center near the coast of the Kola Peninsula. A processing procedure is proposed, and statistical estimates are presented for the results obtained from characteristics of the flux of atmospherics in the form of the ratio and difference between the numbers of signals with different polarity. A correspondence is found between the anomalous changes in these characteristics in the vortices and generation of atmospherics of mainly negative polarity. The possibility of using a difference-distance-finding system for localization of the lightning discharges for passive radar observation of dangerous weather is shown.
