The problems of mathematical modeling of unprevented losses determining one of the important indices, i.e., user (economic sector) sensitivity to the influencing hydrometeorological factor are considered. A coefficient of unprevented losses is used as a sensitivity index. A calculation formula is given that can be used for both local and regional evaluation of sensitivity and an example of calculating the user sensitivity index is presented depending on the user's capability to apply particular protective measures against the impact of hydrometeorological factors.
