To determine general regularities in the different-scale variability of the hydrometeorological regime of the northwestern seas in Russia, tendencies of development of the processes have been studied over the historical period, at the present stage, and in the future. The regularities in the oscillations of regime elements in the White and Baltic seas, confirmed by spectral density and correlation function estimates, have determined a choice of the general climatic and similar regional external factors that form these features. General tendencies are found in the variations of sea level, thermohaline processes, and regime-forming factors, including a change of signs and an almost simultaneous occurrence of extremums. The high accuracy estimates for prognostic tendencies of hydrological characteristics are obtained.
